Hypothetical situation - who is at fault?

Lets say at a T intersection, approaching from the perpendicular road, driver one and driver two are poised to make a left turn. The light turns yellow so driver one decides to stop abruptly. Driver two is very close behind driver one since he wanted to make the turn so he slams his brakes and his brakes lock. He doesn't hit Driver one.

Driver one hears the screeching and decides to pull up a little even after driver two has come to a complete stop. At this point there is another car turning left into the perpendicular road so driver one hits this car. Who is at fault?

Driver two did kind of instigate the situation but did not actually hit anything.

There's no such thing as 'instigating' something. You're in control of your own vehicle so it's all #1s fault.

Similar situation happened to a family friend. He was behind a car at an intersection, and was writing something on his steering wheel and ended up accidentally honking his horn. The driver in front of him wasn't paying attention, heard the honk and thought the light was green and they were holding up traffic. So they go in to the intersection without looking and get hit. Nobody was hurt as nobody was going too fast, and the friend stuck around to talk to the cops. After telling them what happened the cops told him exactly what we say... you're under your cars control so he can't be blamed for anything.
