Hyper 212+ issues (high temps)

I'm trying to install a hyper 212+ on a 2500k but the temps are always 40-45C at idle. No matter how much thermal paste I use it's always there. I tighten the screws down until I can't move them anymore with a couple fingers on the screwdriver. Anyone know why I'm having issues?
I've used a grain of rice size of TIM, spread it over the CPU, spread it over the heatsink, and put small lines between the lines on the heatsink and same issue everytime.

First off, high idle temperatures aren't that big of a deal but since you are concerned, let's start with a few questions:

1) What is the ambient air temperature? Are you running a heater for your room?
2) Since you've said that you have tried various methods of TIM installation, are you screwing down the heatsink properly (i.e. quarter turns of each screw, go in a criss-cross fashion)?

Your CPU or HSF may just not be flat enough to make good contact.

You can look into lapping if you are that concerned about the temps, but lapping will void your warranties.

One thing you can try before lapping is rotate the HSF by one-quarter of a turn so it physically sits on the CPU's IHS differently. Sometimes that can help with the flatness mismatch between the two.

It wasn't an issue with the TIM or the cooler itself, it was the BIOS reading the temps wrong. I flashed it to latest version and it's now idling at 26C. Thanks anyways though.
