Hyper 212 fan making a loud racket

So I installed a brand new Hyper 212 heatsink/fan on my mobo and it sounded good when I first put it on but once I put my side panel back on the case it started making a loud noise, similar to the noise if a wire pokes in there and the fan blades hit it. I check, and the fan is clear, no obstructions.

I take the side panel off and it's slightly quieter but still making an obnoxious sound.

Wtf is up with this fan?

I clearly need to replace it, any suggestions on what fan to buy?

Strange, especially considering it's new.
Maybe something got stuck between the fan and the Heatsink.

Yeah it is strange. There is a good 1/4 " gap between the fan and the heatsink - nothing poking through there.

It is not vibrating either - I can squeeze the sides of the fan against the heatsink and it does not dampen the racketing noise at all.

The noise seems to originate from the center of the fan.

Edit: Im going to try and remove the fan from the heatsink and power up my PC for a while to see how it sounds being free from anything
