Hybrid car battery disconnect fee?

i was looking at the Pep boys website and they charge hybrid car owners an extra $15 for service because they want to disconnect the battery. Mind you, this is for tire service. Is there a legitimate reason for this or are they just paranoid?
 
What sort of tire service? I've never encountered this fee before. From master_shake's post and the article linked it sounds like a justification for extremely poor safety practices-there is absolutely no excuse for leaving the car with the ignition switched on while it is on the lift. If your techs are so stupid as to do so I distrust their ability to do something as advanced as taking out an oil plug or loosening a lug nut.

When working on my Prius if there is any danger of the engine autostarting the key fob goes in the house after I have the car up on the ramps or jack stands. Disconnecting the battery is a whole lot harder and more time consuming than putting the key fifty feet away.

I've had a tire repaired on my i3 and they did not need to disconnect the battery. In fact if they had requested to do that, I would have taken the vehicle elsewhere.
 
I'm confused. I would think the only way to get a Prius into neutral would be to have it ON. With it turned off or having the battery disconnected would cause it to automatically go into PARK, and the only way to turn it on and move the front tires would be to climb into the driver's seat, depress the brake, push the ON button, and shift it into gear.

A shop supply fee will be an additional charge (except in NY and CA) of 9.99% up to $35.00. Each individual work order will identify and apply any applicable shop supply charge.
