when giving measurements... is it height by width or width by height?

I'm ordering new blinds for all my windows and I don't want to end up with 12 sets of blinds that are 6' wide and 3' long

Usually its denoted on the side or top, e.g. "All measurements are HxW or WxH".

Say "I want blinds 3' wide and 6' tall"
I don't see a situation where you can only say a number.
