hw 2 disable ctrl panel access etc?

There are ways to hide the control panel and disable the ability to change certain settings, but I don't think you can completely prevent a user from viewing the control panel.
 
just use the group policy editor, there is an option to shut off user access to the control pannel for specific accounts (its accessed via gpedit.msc from the run prompt)
