Or atleast in China. My friend was telling me a story about how he went to China to visit, he saw a body floating around in the river and he was like WTF.

Now his chinese isn't very good so he went around and saw some bystanding villagers and he was kept pointing out the floating body to them. They pretty much just nodded and was like, yup, that's a body. After a while, he just gave up.

He was like if this happened in the US, they'd tape off like a one mile radius of the river and the police and media would be all over it.

Ok here is the deal. In a lot of countries you don't want to get involved with the law, for any reason at all. Cops come, and arrest anyone they feel like it. They are corrupt and lazy, and don't want to do any work, and just get the accolades from their superiors.

I call BULLSH1T. China is a very totalitarian nation, that gives the death penalty to acts even as minimal as pinching women's asses against their will... i doubt there is much random murder, and if there was, it certainly wouldn't be treated so slight by the public, especially since the public are encouraged to report wrongdoings to their local leaders and authority (each region, especially in the rural, are headed by small communist chapters or locals).
