HUGE RANT: Why does ebay have such a retarded billing system!??!?!

I get these monthly invoices in my email account that make absolutely no sense!!!!
Last months invoice was $36.75, but they withdrew $46.13 from my CC. So now my "new fees" are $36.51 and I owe them $27.13. WTF?!?!?! Why did they take $46.13 to begin with!??!?!

EDIT: BTW, it gets even better! At the bottom of the email my TOTAL: $52.64!!!
