HUD: A bunch of fools

I am a property manager in Philadelphia. We have a HUD inspection scheduled for an apt. today. HUD calls me and says that if nobody is there to let them into the apt. we automatically fail. Fine. I ask what time they'll be coming, they say between 9-3. I say I can't have someone wait outside the door from 9-3! Okay, call back on the day of the inspection (today) between 8-8:30 and we'll narrow it down to an hour for you. Okay, I call at 8. I didn't get any answer untill 8:15. Then they put me on hold for 15 minutes. I hang up and call back. They tell me the inspector is already on the road, they have no idea what time he'll be there. We'll check in every half hour, but if we fail because nobody is there I'm gonna be royally pissed.
 
Didn't realize that HUD worked with the same business consultants as the cable company.

Why couldn't you just ask the HUD guy to stop by the aparment complex office prior to checking on the apartment in question?

2 reasons:
First off, I couldn't speak to the guy.
Secondly, they wouldn't do it. He'd rather just fail you and get the hell out of there. He doesn't give a rats ass.

We found him on time and aced the inspection. 🙂
 
I don't understand what you just said but I know I hate it when a service person like a plumber gives me a four hour window to come over due to feeling of tied down/unproductive etc.

So whats HUD and why are you doing inspection?

HUD

It's a federal department that mainly deals with rental housing, Section 8 housing and other types of low-income housing situations.

I'm not doing the inspection, the HUD guy is. I am the property manager.
EDIT: Not today anyway. Tommorow I have 20+ inspections to do at another property. Annual inspection time. 🙁
 
Why do you have someone inspecting them? They are governemnt owned rentals?

Sorry for the basic questions but this is all very interesting to me to "get inspected" like some police state...

The properties in question qualify for federal housing assistance, in other words the government pays part of the rent for the poor person that lives there. As a result the government insists that the properties in question not be slums and conducts annual inspections to ensure that the properties meet certain minimum criteria. If the property fails the property loses it's HUD status. The reason this is bad is because usually the properties aren't in the best areas and the HUD status guarantees payment and occupancy rates.
 
HUD (Dept. of Housing and Urban Development) subsidizes certian housing projects for lower-income families. Basically, it's rent-controlled, with HUD having to approve of the living conditions and any rent increases.

Since the gov't is paying for a portion of the rent, they require yearly or twice-yearly inspections by their own employees to make sure that the property owner is living up to his end of the contract by keeping the housing in good repair and free of any significant problems (like pest infestations).

Mostly true. However, ours is not a HUD property. We ACCEPT HUD tennants. That means that certain apts. are HUD apts. while most are not. This is actually in a pretty nice area. The entire property does not get a HUD annual inspection, an APARTMENT will get an inspection before a HUD tennant moves in, and an annual inspection if we/they renew their lease.
I also manage a complex which is an entire HUD property.

Don't normal building ordinaces and city codes do this just the same? Seems redundant and wasteful....it usually takes the tenant to activate most claims, least when I lived in a apartment it seemed so. What do they need the feds sticking thier nose in? I guess I'd just cut them a check and let them live whereever too, instead of projects...

HUD is a great thing for a landlord. You dont have to fight tenants over their rent money, etc. etc. OTOH, a landlord could tell a tenant to go to hell when he calls in a maintnance problem, because he can't withold his rent money, it's the gov't paying for it. The govt makes sure that the landlord/management are living up to their end.
