https problem, can't connect to site

My neighbor connects to his work system threw https and remote desktop. On his laptop with his verizon wireless card he can connect fine. He could connect normally until Tuesday when it just stopped working (his desktop) he hadn't installed or changed anything. I checked his internet settings and everything looked normal. Not too familar with HTTPS and such. Any ideas what I could check in order to get his desktop back to connect.

right now the desktop can connect to other https sites, I tried one to verify.
