Whenever I go here KAV keeps popping up with the EICAR-Test-File web anti-virus warning from anandtech why? Should I deny it all but then I can't get to some anandtech pages and the page to see what the virus details are pops up with the same error. If this is a safe file how can I be sure it is ok to allow it ?Should I select the Apply to all option or just allow it one by one to be sure ? Fixed it.

 
Smilin's signature contains the EICAR test-file line, which is undoubtedly tripping your defenses. Although I've never seen an antivirus program trip on his signature before, personally 😕
 
FWIW I am running Kaspersky Internet Security 7.0 on 2 different pc's w/ Web Anti-Virus on 'Maximum protection', everythng else maxed out + heuristics on detail, and I get zero warnings when I visit any thread where Smilin has posted. I am able to edit his sig, but it appears that the OP is the only one experiencing the issue.

Wow thats amazing. KAV is very impressive. So should I allow it or disallow ? When I disallow the page doesn't come up is there any harm of allowing it ?
