I don't have a LCD or Plasma, but rather a Sony Wega that has component out and S-Video. Is there a budget tuner card that gives component out instead of having S-Video?
 
tuner is input device (OTA, cable) for SD or / and HD it doesn't come with output
that's video card that is output device (DVI, S-video, etc)
you connect TV to video card, unless you buy integrated tuner with video capture card.

Then your next question would be - how to get audio? ;-)

Yup. Pretty much every mainstream card out today does component. Just check the pictures at Newegg and make sure the one you're buying has the right dongle.
