HTPC card for 200w PSU?

I want to put a card in my friend's old P4 Dell to replace the Radeon x300 so he can play HD video at 1080 res (no gaming or anything more intensive than that). I've been looking at the passively cooled, low profile Radeon 4350 as a good replacement, but his PSU is 200w and the HD4350 has a minimum 300w PSU requirement. I am leaning towards getting the 4350 anyways because:

1. They usually highball the PSU requirements for cards.
2. I looked at online benchmarks for both and the 4350's power consumption was not much higher than the x300.

But I wanted to get some second opinions. Also, if you have any suggestions for another HTPC card that can be handled by a 200w PSU I would love to hear them.
 
the 4350 will work fine. one of the best HTPC cards you can get.

make sure his system is PCIe and not AGP.
