HTML email templates with Outlook 2002

I'd like to create some HTML email templates to use in MS Outlook 2002. What I want to do is create HTML emails templates where I have a header, footer and a space to fill in with text.

I've tried creating an email withing Outlook and saving it as .oft, but I really don't like how it handles them. It's really buggy. Images are embedded in the message, instead of keeping the URL, making the messages a bit heavy in size.

I already have the HTML source code I want (created in DW) and I want to paste it into an email message and save it as a template of some sort. I can't find the option to edit the source code in Outlook. All I could find was "View source code", but that doesn't work for me, as I can't really edit the code (just view it).

Outlook Express has this feature, where you have three tabs at the bottom of the composing window, and you can edit the html source code and paste in whatever you want. Outlook seem to lack this feature, or am I wrong?

I've seen some plugins that can achieve this, such as Email Templates 4.0 and High Impact eMail 2.0.
