HTML authoring software for 13-year old girl?

My sister wants to make a web page. What are some good programs she might try using? I don't think she wants to do it my way (notepad), and I think all the big packages (frontpage, dreamweaver) might be too complicated. But maybe they're not. Suggestions?
 
Frontpage should be perfectly fine. I haven't had any experience with dreamweaver so I can't really compare the two, but frontpage is extremely easy to use for making web sites.
 
Another vote for frontpage. I took a class on it this semester, in which the proffesor was totally clueless. Fortunately, if you've got any experience in MS Office at all, the program is a breeze to use.
 
I'm looking for resources (themes) for FP now... but most of the sites make you pay. Have a good theme site?
 
I believe that Geocities actually has a lot of decent templates for her to play around with. If she sets up a Yahoo Geocities account, she can probably use some wizard to design her website.
