HTC 10 - Multiple IP Addresses with Hotspot

My Moto X Pure Edition got a bad digitizer. I ordered a replacement screen through eBay and it was a cheap knock-off....basically, the screen had white spots on it and streaks down the side so I sent it back and got an HTC 10.

I noticed today that when I start the mobile hotspot and connect a ldaptop/desktop to it, I get my external IP address and it doesn't match the address my phone's external IP address. It appears that when you start the mobile hotspot, the router app is using DHCP to get a secondary IP from the mobile provider that's on a totally different subnet/range.

I'm sure this is probably for the sake of throttling data and trying to bypass 3rd party apps that may make it hard for them to distinguish between app data and hotspot data. The other affect it has is that it essentially puts a firewall between my WIFI connection and my phone because they don't reside on the same subnet, so when I try to connect Chromecast, it's only able to search the external phone IP and not the internal WIFI subnet. My MotoX PE was able to share hotspot with Chromcast and stream video without tapping into my hotspot data (since it was streaming through Prime Video and Youtube) and probably just failed back to the internal hotspot network when it couldn't locate a casting device on the external network.

Does anyone know where I can find configuration details on how this is setup or any workarounds? I've not been able to find a lot of specific information from my google searching. Just curious if anyone else has done this. I dropped my cable internet at home a few years back and am trying to live cheap on an unlimited data plan since I really don't use it that much.
