HR departments - are they universally incompetent and evil?

In Dilbert, the most insidious character is the evil Catbert, who runs the HR department.

In my life, some of the most insidious people I have had to deal with are in HR.

Is it a coincidence?

when i was at aLIEnWARE they hired a new HR manager and we found out it was the brother in law of one of the owner
he brought in all the assemblers and told us he has BIG plans for this company and that we should trust him and that he loves us and we should show him some love to?!?!?!?!!!!!!

then we ask what his big plans were and he said "oh i dont know yet but they are big and will help make you successful"
we all started laughing!!!!

What a moron!!!
