HP XH365 Notebook - no boot

My friend has an HP XH365 notebook. When you turn the power on, you can hear the fan turn on but then it slowly stops. Takea about 5-10 seconds.

It does this when on battery power and when plugged into outlet. I checked memory to make sure it was not loose. All seems okay.

Any idea?
 
If it's under warranty, I'd send it back otherwise you'll likely have to take it to a shop that specialize working on laptops. Other than memory and hard drives, I would mess with a laptop unless you really know what you're doing
