hp touchsmart 310 pc processor problemo!

my grandmas hp touchsmart 310 processor speed seems lower than it should be really low cpu-z says 700 mhz D: for the clock speed but online it says its supposed to run at 2.8 ghz its a amd athlon ii x2 240e processor (does it have 2 processors?) with 4gb of ram and an unknown motherboard can anybody tell me what could be going on or if im just not very smart right now? thanks in advanced!


nvm i figured it out it was just running lower because it wasnt doing anything!!!!!!! ahhhhhhhhhhhhhhhhhhhhh!!!!!!!! grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr!!!!!!!!!

At low loads most processors will automatically underclock themselves to conserve power and produce less heat. Ford example, my desktop Phenom II X4 that I have overclocked to 3.75Ghz will run at 1.0ghz under no load.
