HP Scanjet 5300C Light stays on all the time

I have an HP Scanjet 5300C and when it is plugged in, the bright scan light stays on all the time. That doesn't seem normal. Any idea why this would happen? There is no on/off switch... just plug it in and the light stays on. It's hooked up to a Windows 98 PC and standard HP software that comes with the scanner. It scans fine.
