HP Pavilion Beep Codes please?

I'm working on a 2.6Ghz P4 from HP. When you try booting, the CPU fan starts normally (as does the Power Supply Fan) but then it sounds like the system is going to power down.

It does not actually power down though: the CPU fan slows to what looks like 1/4 speed and then it lets out a continuous beep that does not stop until you unplug the box.

Tried: Different keyboard and also NO keyboard. Same noise
Tried also pulling the only PCI card in system (generic NIC) Same Noise
Tried then pulling RAM. Got RAM beep tones instead of continuous beep
Replaced RAM with different: Got same beeping that it came in with
Replaced Power Supply: Got same beeping then too.

Before condemning the motherboard/CPU it would be nice to check further ideas here on this board. Any other suggestions? I cannot get into the BIOS because the machine freezes when the beeping starts, and all that is on the screen is the pre-POST message from the Phoenix BIOS. So I cannot disable the onboard video and try another video card (though it would have to be a PCI one because there is no AGP slot)

Suggestions greatly appreciated!
