HP Officejet Pro L7680 won't work. Turns on and tells me to turn it off.

I was using this officejet and i love it. but one day i came in turned it on and now its got a blinking power and exclamation mark on it and tells me to turn power off then on again.

in the background of the error is a blue screen with power symbol and this code below it: 00989C98

any ideas?

HP says you need to reset the printer as it is an internal error.
If the steps below do not resolve it, then it may require service.

An '0x ...' Error Message Displays on the Front Panel

Issue
The product displays an 0x ... error code when printing (for example Error: 0xf0af8004 ). These error codes indicate that the product has an internal condition.

Solution
Use the instructions below to resolve the issue by restarting the product.

1: Disconnect the Universal Serial Bus (USB) cable from the back of the product, but leave the product turned on.
2. Open the cover of the product and remove the print cartridges.
3. Close the cover and wait for the Insert Ink Cartridges message to display.
4. Disconnect the power cord from the back of the product and wait for one minute.
5. Reconnect the power cord. If the product does not automatically turn on, press the Power button.
6. Open the cover and reinsert the print cartridges.
7. Close the cover. If prompted, print a calibration page.
8. Reconnect the USB cable, and try to print a print job from the computer.

If these steps did not resolve the issue, contact HP technical support for assistance

yeah i went through all that, i even emailed hp, they replied that you can do a hard reset by holding down pound key and number 6, then plug the machine in. that didn't work either. after some emails back and forth the guy told me it was because of surge and i need to get it serviced or go through their "upgrade" program
