HP Laserjet "print governor" or print limiter

I was recently handed an HP part that has a rather interesting function: I was told that it is the limiter chip that prevents printers at places like OfficeMax and Staples from printing huge numbers of copies, and that it is, in fact, a print limiter for retail outlets.

It's for an HP4050 series printer, and is labelled Hewlett Packard C4251-60002 English 9910/53925. It fits in the memory expansion slot of the printer (which I believe is a 100 pin HP memory slot).

Does anybody have experience with these? Any details, or information? I'd love to know details, as this is a rather interesting item! (I was also told that these sell for some huge amount of money, and hey...it'd be nice to sell it ;-)

call up hewlett packard and see how much they sell one for and see if they can send you a brochure, information pamphlet or something like that.
