HP Envy 15 Notebook PC phantom CPU usage

Greetings,

I bought an HP Envy touchscreen notebook back in late November. I haven't really noticed, however, until mid March that if the computer idles for about five minutes, without fail, the system takes up 18% of CPU usage and holds there until I bring it out of its idle state by moving the mouse or pressing a key on the keyboard. It does this every single time.

Anyone know why this is happening?
 
Windows itself can have processes, such as disk defragmenter, Windows Defender, Windows backup, and Windows Restore that will run while the computer is idle.

Since these are all bundled at "System" processes, it would be hard to know precisely which one.
