HP DV9720us Does not PWR Up

My freind had me looked at his laptop..... D: (HP)
It will not pwr up ?POST
If you press the PWR button it will sound like it will do the
POST but never does.
If you remove the CMOS battery and main Battery while AC Adapter is unplug
for few HRS
Then it post until you restart or reboot it will do same thing
Any idea ?

Have you tried to hook it to another monitor and see if its post there?

If I perform a Hard Reset it may do a post or show login screen
After reboot soft or hard; it will go to same loop
It would try to start but it will not but would get stuck in this loop
