HP DV9000 Laptop. Charging only to 94%

This laptop has a brand new battery. Not OEM.

Battery charges fine to 94%. And lasts an impressive amount of time unplugged. Is this possibly the computer not "seeing" it as 100%? The OEM battery that was replaced was doing the same thing, but not holding a charge anywhere near as good as this one.
 
Once you reach 94% or thereabouts, laptops do not further charge until they go below that threshhold. It is by design to prevent constant rickle charging which shortens battery life.

To get 100%, you need to take it down lower - say below 90%. Then charge it with the system OFF for several hours. What you are experiencing is perfectly normal.
 
Then maybe you need to calibrate your "gas gauge." Check your manual.
