HP DV1000 issue. Will not power on. Lights flash but only for second

someone gave me this HP laptop its a dv1000 and when you press the power button the lights come on but only for a split sec and then they turn off. no other activity. the computer shows that it is plugged in and charging. the only thing i could do is strip it all the way down, clean it out, re seat the cpu and try with no peripherals plugged in...same thing. any idea? new mobo?
