HP Computer will not fully boot in to windows on a cold boot

My friend has an HP Computer that won't boot in to windows on a cold boot. It hangs on the windows 2000 start up screen. The blue bars are almost half way through. However, if he restarts his computer it boots fine in to windows. This computer is 3 years old. Could it be the bios battery? What else could be wrong? Thanks
