HP Compaq dc7600 keeps rebooting!

It just keeps rebooting, XP will load, will get to my desktop, and sometimes i don't even have to touch it, and it will just reboot???? I took out the video card to see if that was the problem, still doing it. i did notice the fan on the motherboard is not turning, is it suppose to be, could that be it? I have already reformatted it (it was doing it before the reformat)...i reformatted and all i've done is windows updates. it won't even finish them without rebooting.

can anyone help?
