Prices are so wild for AMDs, that the gap between a 3400 and 3500 is big enough to ease the guilt and make you pay a little extra for the 3700. do it.
 
Ram and PSU was one of my original concern with this setup, but I don't overclock and the apacer ram has the better spec out of all the value ram I've seen. I was told a reliable brand name 350watt PSU is enough if I don't overclock. Isn't 3500+ only comes with Venice core?
 
Ok, that PSU will fuel your comp for now, but in the future I doubt it would handle it. Might wanna get a better one in foresight. Also, that ram might work but no one really knows how reliable it is. You're definately better off getting good name valueram, I highly recommend Corsair Value Select. About 70 dollars for a gig if I remember correctly.

About the 3500+ and its cores. The 3500+ comes in four different cores. Clawhammer is the oldest, Newcastle is outdated, Winchester is what most people have, Venice is the newest. The Venice OC's the best (although in your case it doesn't really matter), and runs the coolest. I don't think they sell Clawhammers or Newcastles anymore, you can still get the Winchester or Venice. I recommend getting the Venice even if you don't OC because it is the most recent core.

Finally, you shouldn't get the 3700+. If you aren't willing to spend money for the 3500+, get the 3200+. The performance different is pretty much unnoticeable, and it's much cheaper.
