How XP asigns drive letters question?

I use two "512MB pen drives". One ia always plugged in, the other, only when I want to transfer something to it. I recently added an external HD to the system and now when I look at them in the "My Computer" page, they are all over the map. Here is what I have today:
Hard Disc Drives
Primary HD--C Stays the same
External HD--E Changes
Devices with removable storage
3 1/2 Floppy--A Stays the same
CD-DVD--D Stays the same
TEAC--F Stayes the same (Never removed)
USB Disk Removable--J Changes

Not a real big problem but would like to know how it works.

the fixed drives should always stay the same.

i believe XP assigns drives letters on the fly.

so it depends on the order in which you plug in each peripheral.
 
Start > Run > diskmgmt.msc

Right click on appropriate drive, select "Change drive letter and paths".
