to me it should read the same as "I'll be gone from monday to thursday" i.e. be back friday.

so you think it should say "I will be out of the office from 12/23/2006 to 1/2/2007." ?

that makes me think the person won't be back until 1/3

Bad wording yes, but I'd read it as 1/2 (since thats the first normal work day for most people). Better wording would be 'thru' 1/2 (which would mean coming back 1/3) or 'returning' (which would make it clearly 1/2).
