How would you spec out a computer system?

If you were to ask someone to build a system, what parameters would you use as a starting guide without utilizing vendor specific technologies?

For example, I would consider the following general parameters since they can all be applied to each vendor:

Processors
- CPU clock speed: 1 to 3 GHz
- CPU architecture: Single-core or multi-core
Memory
- Technology: 800MHz DDR2
- RAM: 2 GB
Expansion slots
- Bus Type: AGP, PCI

... and so on.

Vendor specific technologies would be something like:

- Front Side Bus: 200 MHz
*(Note that Front Side Bus refers to Intels antiquated chip-to-chip, architecture that will be replaced by either Direct Connect Architecture or Quickpath)
