How would you end stop and frisk policing?

I say they need to increase stop and frisk (or pullover and frisk) much more in rural areas. Rurals are always carrying weapons, cash, and prescription narcotics which they abuse. They are always aggressively driving around in blinged out trucks and threaten violence at the drop of a hat. This isn’t surprising since their culture glorifies guns, money and violence.

Police need to be frisking and confiscating weapons, money and drugs from these rurals.

also, we need to pass an aggressive federal emissions enforcement agency and laws, that sits on state borders and aggressively enforces emissions regulations on any vehicle that passes over a state border. Intentionally bypassing ones emissions for more fuel efficiency or power would result in seizure of vehicle and heavy fines.

However, intentionally modifying ones emissions for the purpose of "blowing" coal for cosmetic reasons or harming other drivers is clearly an act of malicious intent to cause cancer to as many other drivers on the road as possible. Shorting the lives of 1000s of people a small amount, effectively first degree murder. Anyone guilty of this should be subject to the death penalty. This penalty should be administered by being trapped in an enclosed area outside of their vehicle revving repeatedly.

How would I end stop and frisk? Easy, just eliminate qualified immunity for cops. It would solve most of the complaints people have with cops and would save cities thousands per year.
