I mean, Bannon is basically a puppetmaster in the Trump regime... he just hasn't ever been speaker.

If you do mean Boehner, I suspect you wouldn't have seen a bill submitted that's so obviously contemptuous of women and the non-wealthy. It still wouldn't have been great, but it wouldn't have been so bad that Republicans had to choose between angering Trump and career suicide.

Result would have been exactly the same. Boehner left because he was sick of dealing with the Freedom Caucus. Ryan didn't really want the job for the same reason.

Boehner is loving retirement right now.

As for if he was still speaker, he had a lot less juice or "political capital" than Paul Ryan currently has, so it would have been impossible to deal with the Freedom Caucus loons. I suspect a bill under his leadership would be more moderate by design, but the shit would've hit the fan much earlier than the eve of a vote. I don't recall Boehner wanting to dismantle Medicare as we know it but I could be wrong.

Boehner still embraced some misguided values, but at his heart, he was still a rational politician who understood basic concepts like nuance and compromise (a lot of what the GOP did in the Obama era was in spite of Boehner, not because of him). Ryan isn't like that; he's a my-way-or-the-highway type who refuses to budge on anything, even if he ultimately fails as a result.
