How would the US respond to a nuclear terror attack?

If it was a state actor like NK, Pakistan, etc, then I'd have to think that we would respond with like force and then some. If it were a terrorist group, then it would probably be more like what we did/are doing in Afghanistan.

See, I disagree on the point of terrorist groups. If it was an actual nuclear detonation, the consequences would be far, far more dire than Afghanistan today. The deaths, damage, and costs associated with a nuclear detonation would be orders of magnitude higher compared to 9/11. Likewise, the response will be orders of magnitude more severe than Afghanistan. 9/11 is a nothing compared to a nuclear detonation, a small raindrop compared to a hurricane so to speak.
