How would one create a blogging software?

Like something that has a form, with say, a title text box to update the title of the news you're inputting, a text box for the description or text about the article you would be writing and have it auto update your website?

Would ASP be used? PHP? CGI? Cold Fusion?

I know Anandtech uses some type of Cold Fusion based software.

In fact a good example is like this forum posting software. Instead of posting to a forum it posts to an index.html or something.

Like the "Message Title" for the heading of an article, then the "Message Text" for the text that would be in the body of the message.

Is it hard to do?

You could use any of the languages/technologies mentioned above to do it. You create a script that accepts data from an html form, processes it, and displays some other HTML page. That's much simplified, but you really can't just start on blogging software until you've learned a bit about a web scripting language to write it in.

Are you asking because you want to create new blogging software, or because you want to start a blog? If it is the latter, I wouldn't bother writing new software, I'd explore the options that are out there already.
