How would I turn my photos into Scanner Darkly style?

autotrace or livetrace in illustrator (what it's called depends on your version of illustrator)

something of a learning curve to get good results with it though, and even then, it's generally just a starting point to enhance by hand. I believe in the movie(s) they just do everything by hand, aside from some custom software that helps them manipulate elements from one frame to the next.
