how would i set up a ftp server so i can give my ip address to another person and they be able to connect?

The systems is running windows xp home and is direcly connected to my wireless router

Well, you do not give much information with your question... So, generic questions will get a generic answer... :D

Well, you first of all need some sort of FTP software. If you do a search on www.download.com and check it out, you should be able to find some FTP Server softwares. I cannot remember for the life of me what is out there now, but I believe there are some freeware ones out there.

The next step will deal with whether or you have your router configured properly, but first things first is that you need to get the ftp software.

I like cerebusftp. It is a decent free application that allows you to create users and a decent amount of control on your connections. It is also very easy to set up.

Your router/firewall may be a little harder, since it would depend on your model and it's flexabilty. But nearly every rouer I ever had has a note somehwere on the net on how to forward ports and the like when I put in the name of the router and port forwarding in google.

Windows has built-in ftp functionality, but personally I like Filezilla server. Filezilla also has an awesome client. The client and server are also open sourced.

I suggest Filezilla server. Best ftp server I've ever seen. It's way better than all the options I've found for linux.
