they could be easily moving them while a certain area is being scoured. and of course, they have underground bunkers and hide outs where they could easily hide WOMD.
The US/UN has the suspected sites under constant surveillance and they have been for sometime. If unusual movement is detected the inspectors will react.

One thing I can guarantee is that there is no way you can get notice one day, and clear out a site so you cannot detect anything the next. Even a week won't do it. I have worked with enough labs to know it is true. Oh there is an exception. Move everything then nuke the site. Only way to be sure. That would confirm they had WMD though wouldn't it?
