Are you talking about the Acoustipack stuff? SPCR did a review of it and they said it works wonders. But those guys are freaks when it comes to quiet. If it's over 25dBa it's loud in their book.
In my opinion, it's overrated. I have a P160 with 2x120mm fans and I hear almost nothing. I doubt that damping stuff would make a huge difference to me.
from what I have heard it mostly cuts down high-pitched noise. but other than that it doesn't do all that much.
If you have good fans, Most (not all) of the noise comes from air tubulance out of the back of the case. Thats why larger fans that push more air at lower speeds are quieter than smaller fans that spin like mad to push the same ammount of air.
So if you have a fan grills that block alot of air it will make alot more of a 'woosh' sound. try takeing fans out of your case and see if they quiet down. if they do then remove/mod the grill to let more air by.
