How warm should a CPU's heatsink/fan be? (Need help...)

I've been having problems with my system freezing, rebooting, and losing video signal lately (in 3d stuff) after upgrading to a CuMine566->850 and Gladiac. Even running with the case off, and the motherboard temp at 82 degrees Farenheit, the problems still happen. I wonder if the components are getting enough power from my 300W PS and BH6... (maybe the gladiac needs to draw more power for 3d stuff)

Anyhow, after the last freeze-up, I turned the ocmputer off and touched the heatsink (Golden Orb) that is atttatched to my cpu, and it was just barely warm to the touch (touch your forehead.. unless you have a fever, it's about that warm). I'm not sure how hot it should be... any ideas?

Just to cover my bases, I ordered a MSI Bx-master to see if the reboots and signal losses are from my bh6. The freezes may be heat related (not sure), since freezes in normal windows activity has only begun today (90+ deg heat in l.a.).

Any input would be greatly appreciated.
