How to use no passkey with bluetooth on Vista?

I have a bluetooth keyboard that I'm trying to connect that does not support a passkey. When I installed this in xp, the bluetooth gave me the option to not use any passkey. Now it does not give me this option.
 
Look at the Bluetooth icon in the taskbar. Right click on it and select "Add a bluetooth device"

Select the "My device is turned on and discoverable" checkbox and click "Next."

Select the device and click "Next" and then select the "Do not use a passkey" radio button and click "Next".

Should be good to go.
