how to unlock password policy?

I have a 2003 member server that I want to create some local ID's for. These ID's will have simple passwords.

When I open password policy in local security policy, I see a lock next to the icon..indicating that the options are locked. Sure enough, when I try to turn off the password complexity feature, it is grayed out. How do I re-enable the local security policy to allow me to make changes?

nm, figure it out...

member servers inherit domain security policy...even if you try to change the member server's local security policy, you have to change the domain, or create a new policy
