It's easy to change the size of normal-size (usually 32x32) icons in Windows (XP), but does anyone know how to change the size of the small (normally 16x16) icons?

I have Windows XP set to 125% dpi, which sets small icons to 20x20 (I think). I would like to tweak this, but where?
