How to turn on power supply

How do you turn on a power supply without a MB? I'm doing a DIY project and want to run some fans with it. Any help would be great. I've got both an older type power supply and a newer one.

anyway, the jumpering technique works fine for ATX. be aware that the powersupply will not stay on if hte load on it is too low. typical loads for them to stay on are around 10% of the maximum capacity of the OUTPUT. AT power supplies have a real on\off switch.
