Just bought a 28" Samsung monitor EU590, with only one button in the back to control the menu, and it seems very unresponsive. My question is, how do I turn the monitor off after I shut down? No matter what I do, I still get either a tiny flashing blue light, or a tiny steady blue light. Is this normal? Shouldn't there be no light at all if I've turned off the monitor completely?

Thanks for the info. You're saying that by simply shutting the PC down, the monitor "goes to sleep", and I never again need to actually turn it off? I noticed that the tiny blue light in the lower right corner isn't even on when the monitor is on. Is all this normal?

Each monitor is different with regard to the little LED light. The user manual states you can turn it on or off if you'd like.

And I never turn my monitor off. When my computer is off (or sleeping), my monitor goes to sleep by itself (it detects there's no signal coming from the video card), and it uses next to no power while it is sleeping.

When I start or wake my PC, my monitor brings itself out of sleep mode. This is pretty standard for about every monitor I've used in the last 13 years or so. There's a lot of good info in your user manual, so I recommend you read through it first, as it should answer about every question you have.
