how to turn down a job offer

Interviewed for a job yesterday with a different company.

Everything went pretty well, but it looks like my current salary is at the higher end of what they're paying for this new position.

If they come back & offer me a job but the salary doesn't justify me leaving, how do i go about letting them know without ruining any chance of future employment?
 
Use the term "At this time" as in "I'm open to a higher offer when you guys get off your asses and see what this position is actually worth."
 
What I did in that situation was this:

"I'm afraid I must decline your offer at this time. Unfortunately, the total compensation package would not be sufficient for me to leave my current position. However, I'd like to thank you very much for extending the offer and I apologize things did not work out."


A couple months later I noticed the job was still open. I emailed and asked if they would be interested in re-opening negotiations. They agreed and increased their offer by $10,000 plus $2,000 signing bonus from before.
