How do I make everything neat in the case? Is it OK to use rubber bands to tie off the loose power connectors together? Also, how do I minimize the IDE cable lengths any tips or tricks on folding/tapinng/placement would be greatly appreciated.

Rounded cables are good, or you can fold and tuck normal IDE cables into less conspicuous spaces, such as the far side of drive bays. For normal cables I recommend getting cable ties rather than rubber bands. They are cheap and wont become brittle over time
