How to throttle connection speed?

I have a desktop and a laptop hooked up to my cable modem, via a Netgear switch. Is there a way for me to limit the bandwidth used by the laptop? Some software perhaps?
 
you take a zip tie, and tie it real tight around the cat5.............😉
I dunno, but someone will be along shortly, I'm sure🙂
